Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023 before placing the purchase order. The R-number must be model-specific, current on the shipping bill date, and issued under Scheme-II of Schedule II to the BIS (Conformity Assessment) Regulations, 2018.
    Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm which standard the supplier's R-number is registered against: IS/IEC 62368 (Part 1):2023, IS 13252 (Part 1):2010, or IS 616:2017. Concurrent running of IS 13252 (Part 1):2010 and IS 616:2017 alongside IS/IEC 62368 (Part 1):2023 is permitted for copying machines until 1 November 2028, after which both legacy standards are withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of copying equipment before the consignment is shipped. MSMED Act 2006 micro enterprises are exempt from the EPR requirement.
    Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  4. 4
Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 in respect of paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and policy condition 2 of Chapter 84 before filing the bill of entry.
    DGFT Notification 13/24-25 dated 20-05-2024 · Policy condition 2 of Chapter 84 · FTP 2023
  5. 5
Comply with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025. Quote the BIS R-number and CPCB EPR authorisation number on the bill of entry; customs verifies each against the issuing portal and detains consignments where either is absent, expired, or scope-mismatched.

A word of counsel

The most common error on this tariff line is failing to track the concurrent-running sunset dates for the legacy standards. A supplier's R-number registered against IS 13252 (Part 1):2010 or IS 616:2017 remains valid for copying machines until 1 November 2028 — but only for goods at the serial number falling outside serial 65 of the QCO schedule; if the specific product falls at serial 65, the concurrent-running window closes on 1 May 2026. Importers who do not map their product's QCO serial number to the correct sunset date risk importing against a lapsed standard registration without realising it.

Frequently asked
Does HSN 8443 39 60 require BIS certification?
Yes. Thermo-copying apparatus must conform to IS/IEC 62368 (Part 1):2023 and bear a standard mark under a BIS R-number issued under the Compulsory Registration Scheme, with effect from 18 March 2021 under S.O. 1248(E).
Is Extended Producer Responsibility authorisation required separately from BIS registration?
Yes. EPR authorisation is administered by the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 and is independent of the BIS Compulsory Registration Scheme. MSMED Act 2006 micro enterprises are exempt.
Can a supplier still hold a BIS R-number against IS 13252 (Part 1):2010 or IS 616:2017 instead of IS/IEC 62368 (Part 1):2023?
Yes, during the concurrent-running window. For copying machines outside QCO serial 65, both legacy standards run concurrently until 1 November 2028; for goods at serial 65, the window closes 1 May 2026. After the applicable date, only IS/IEC 62368 (Part 1):2023 is valid.
Does a single BIS R-number cover all models from the same manufacturer?
No. The R-number is model-specific under the Compulsory Registration Scheme; models outside the registered scope are not covered, and customs detains consignments where the declared model does not match the registered R-number.
