- 1Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023 before placing the purchase order. The most common error on this tariff line is treating the Wireless Planning and Coordination wing licensing requirement as the primary compliance obligation and the BIS R-number as secondary. The statutory trigger for consignment detention at port is import of a device without a current, model-specific CRS R-number against IS/IEC 62368 (Part 1):2023; a valid WPC licence or ETA certificate does not cure an absent or lapsed BIS registration. Additionally, importers frequently miss that G3 fax machines are also subject to mandatory MTCTE certification under Indian Telegraph (Amendment) Rules, 2017 — failing to verify both obligations independently results in detention on two separate grounds.
