Machines which perform two or more of the functions of printing, copying or facsimile transmission, capable of connecting to an automatic data processing machine or to a network
Multifunction printers, copiers and fax machines with network connectivity
HSN 8443 31 00 (multifunction printers, copiers and facsimile machines capable of connecting to a network or automatic data processing machine) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, under the E&IT Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination import licensing, Extended Producer Responsibility authorisation, and DGFT policy conditions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier holds a current BIS Compulsory Registration Scheme R-number against IS/IEC 62368 (Part 1):2023 on the BIS portal. Confirm the registration is model-specific and covers the exact multifunction device variant being imported.E&IT Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable concurrent-running window: for goods at Serial No. 65, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026; for all other goods, the concurrent period extends until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 stand withdrawn.E&IT Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
- 3If the multifunction device contains wireless functionality, obtain the requisite Wireless Planning and Coordination import licence or an Equipment Type Approval certificate via the saralsanchar.gov.in portal before shipment arrival. Apply to the Department of Telecommunications at least 30 days before the expected arrival date.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of printers including cartridges before the consignment arrives. Micro enterprises as defined under the MSMED Act, 2006 are exempt from this requirement.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number, the WPC licence or ETA certificate reference, and the EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 and CBIC Instruction 27/25-CUS dated 26-08-2025; absent or scope-mismatched BIS registration triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/25-CUS dated 26-08-2025 · Policy Condition 2 of Chapter 84 of the ITC (HS) Import Policy
The single most common error on this tariff line is registering the device under IS 13252 (Part 1):2010 or IS 616:2017 without tracking the concurrent-running deadlines introduced by S.O. 4997(E). For goods at Serial No. 65, the older standards cease to be valid after 01 May 2026 — importers who secure a supplier's R-number under the transitional standards and then continue importing past that date face detention and re-export liability on non-IS/IEC 62368 (Part 1):2023-compliant consignments. Verify the specific serial-number categorisation of your product and the expiry of its concurrent window before committing to a supply contract.
