HSN 8443 19 20 (Platen printing presses) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified via G.S.R. 801(E) dated 02-11-2022. The Directorate General of Foreign Trade (DGFT) imposes a Restricted-import policy under Para 2.31 of the Foreign Trade Policy for second-hand capital goods in this category. EPR authorisation does not apply to micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that EPR authorisation applies universally and failing to check the micro-enterprise carve-out, or conversely, assuming a Udyam micro-enterprise registration automatically removes all compliance obligations. The EPR exemption for micro-enterprises covers only the EPR authorisation requirement; the DGFT second-hand capital-goods restriction under Para 2.31 of the FTP applies independently of MSME status, and importing restricted second-hand goods without a valid DGFT licence exposes the consignment to detention and re-export.
