The most common error on this tariff line is assuming that the CPCB EPR obligation arises only at the disposal stage and not at import. EPR authorisation is a pre-import requirement: consignments cleared without a current CPCB authorisation are liable to detention and customs enforcement at the bill-of-entry stage. Importers who qualify as micro-enterprises under the MSME Development Act, 2006 should carry documentary evidence of that status at the time of filing to claim the exemption.
