Import of second-hand offset printing machinery is Restricted under Para 2.31 of the Foreign Trade Policy, administered by the Directorate General of Foreign Trade (DGFT).

The most common error on this tariff line is assuming that EPR authorisation is universally required and overlooking the micro-enterprise exemption — or, conversely, claiming the micro-enterprise exemption without holding valid Udyam registration under the MSMED Act, 2006. An importer who ships without CPCB EPR authorisation and cannot produce Udyam registration at the bill-of-entry stage faces consignment detention pending compliance; the EPR obligation attaches to the importer as a producer, not to the goods themselves, so a missing authorisation cannot be rectified by a post-arrival application without incurring demurrage.
