Agricultural fertiliser distributors and spreaders
HSN 8432 42 00 (Fertiliser distributors) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation requirements under Schedule I of the E-Waste (Management) Rules, 2022, notified via G.S.R. 801(E) dated 02-11-2022, to the extent the equipment qualifies as an electrical or electronic tool for spreading or dispersing liquid or gaseous substances. Central Board of Indirect Taxes and Customs (CBIC) classification controls under Circular 02/2014-Cus dated 09-01-2014 apply as an additional customs overlay.

The most common error on this tariff line is assuming that all fertiliser distributors are purely mechanical and therefore outside the E-Waste (Management) Rules, 2022 EPR regime. Where the unit incorporates an electric motor, electronic controls, or powered dispersal mechanisms, it falls within Schedule I of the E-Waste Rules as an electrical or electronic tool, and import without a current CPCB EPR authorisation renders the consignment liable to detention. Confirm the technical specification of the drive system before filing.
