Weighing machinery 30 kg to 5,000 kg capacity (industrial scales, weighbridges)
HSN 8423 82 90 (weighing machinery with maximum capacity exceeding 30 kg but not exceeding 5,000 kg) is subject to Legal Metrology registration and product-approval requirements under Sections 19, 20 and 22 of the Legal Metrology Act, 2009 and Rules 11 to 15 of the Seventh Schedule of the Legal Metrology (General) Rules, 2011. Importers must hold a valid Certificate of Registration of Importer of Weights and Measures, uploaded in e-Sanchit before out-of-charge at the bill-of-entry stage.
- Importer registration certificate from Legal Metrology
- Product approval certificate from Legal Metrology
- Compliance declaration to CBIC
- 1Obtain and maintain a valid Certificate of Registration as an importer of weights and measures from the Legal Metrology authority. Upload this certificate in e-Sanchit under document code 101lm1 before filing the bill of entry; customs will not grant out-of-charge without confirming this upload.Section 19 of the Legal Metrology Act, 2009 · Rules 11 to 15, Seventh Schedule, Legal Metrology (General) Rules, 2011
- 2For automatic instruments for weighing road vehicles in motion, axle-load measuring instruments, and automatic rail weighbridges, verify that a product-approval certificate is also obtained and available for customs inspection. These categories attract both registration and product-approval obligations under the Legal Metrology regime.Sections 20 and 22 of the Legal Metrology Act, 2009 · Rules 11 to 15, Seventh Schedule, Legal Metrology (General) Rules, 2011
The most common error on this tariff line is assuming the importer-registration certificate alone is sufficient for all weighing-machinery sub-categories. Automatic road-vehicle weighing instruments and automatic rail weighbridges carry an additional product-approval obligation under Sections 20 and 22 of the Legal Metrology Act, 2009; presenting only the registration certificate for these instruments results in consignment detention pending production of the product-approval certificate. Confirm the applicable category before shipment, not at the port.
