Dishwashers and similar cleaning or drying machinery
HSN 8422 19 00 (Other dishwashing machines) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. EPR authorisation must be in place before the bill of entry is filed; the obligation does not apply to micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming the EPR obligation attaches only to domestic manufacturers and overlooks importers. An importer bringing in dishwashers under HSN 8422 19 00 is a producer under the E-Waste (Management) Rules, 2022 and must hold CPCB EPR authorisation in its own name; a manufacturer's EPR authorisation issued to the foreign supplier does not satisfy the Indian importer's independent obligation.
