The most common error on this tariff line is importing without an EPR authorisation on the assumption that the end-use is domestic or low-volume and therefore exempt. The micro-enterprise carve-out is a defined statutory category under the MSME Development Act, 2006 — it is not a general small-importer or personal-use exemption. Importers who do not hold a current Udyam registration confirming micro-enterprise status must obtain CPCB EPR authorisation before shipment; absence of the authorisation at the bill of entry exposes the consignment to detention and ground rent pending CPCB compliance.
