Air purifiers or cleaners
Air purifiers and cleaners for indoor use
HSN 8421 39 20 (air purifiers or cleaners) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3315:2019 and IS 17570 (Part 1):2021 is mandatory under the ISI Mark Scheme by virtue of the Air Cooler and Air Filters (Quality Control) Order, 2025, with phased enforcement from 1 April 2025 for general enterprises. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 3315:2019 and IS 17570 (Part 1):2021. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Air Cooler and Air Filters (Quality Control) Order, 2025 · S.O. 529(E) dated 30-01-2025 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each unit bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Air Cooler and Air Filters (Quality Control) Order, 2025
- 3Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of indoor air purifiers before the consignment arrives. Micro enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006 are exempt from EPR. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 4Quote the supplier's BIS CM/L number and the CPCB EPR authorisation number on the bill of entry. Customs verifies both against their respective portals in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Air Cooler and Air Filters (Quality Control) Order, 2025 · BIS Act, 2016 · Customs Act, 1962
- 5Assess applicability of the phased enforcement windows and exemptions: the 200-unit annual R&D import carve-out requires the importer to maintain year-wise records and obtain a manufacturer's undertaking that goods will not be sold commercially. Transitional declared-stock relief for pre-QCO inventory expires 31 October 2025.Air Cooler and Air Filters (Quality Control) Order, 2025 · S.O. 529(E) dated 30-01-2025
The single most common error on this tariff line is failing to note that the QCO imposes two concurrent Indian Standards — IS 3315:2019 for air purifiers and IS 17570 (Part 1):2021 — and that a CM/L covering only one of these does not satisfy the full scope of the Air Cooler and Air Filters (Quality Control) Order, 2025. Importers who verify only the IS 3315 licence number and overlook the IS 17570 (Part 1) requirement find their consignments detained at port when Customs cross-checks the full scope against the BIS register.
