Parts of instantaneous or storage water heaters (domestic type)
Parts of domestic instantaneous or storage water heaters
HSN 8419 90 10 (parts of domestic instantaneous or storage water heaters) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 12933 (Parts 1 and 2):2003, IS 16544:2016, and IS 16542:2016 is mandatory under the ISI Mark Scheme with effect from 14 April 2025, by virtue of S.O. 4485(E). Petroleum and Explosives Safety Organisation approval requirements apply as a separate overlay for pressure-vessel components within the consignment.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard: IS 12933 (Parts 1 and 2):2003 for solar flat-plate collectors, IS 16544:2016 for all-glass evacuated tube systems, or IS 16542:2016 for storage water tanks of all-glass evacuated tube systems. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.S.O. 4485(E) dated 08-10-2024 · BIS (Conformity Assessment) Regulations, 2018 · Scheme-I of Schedule-II
- 2Ensure each part bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the part itself; packaging-only marking does not satisfy the requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4485(E) dated 08-10-2024
- 3Identify at the purchase-order stage which standard governs each line item in the consignment: flat-plate collector parts → IS 12933, evacuated-tube system parts → IS 16544:2016, evacuated-tube storage tank parts → IS 16542:2016. Mixed consignments require a CM/L against each applicable standard; a single licence does not span all three product classes.S.O. 4485(E) dated 08-10-2024 · IS 12933 (Parts 1 and 2):2003 · IS 16544:2016 · IS 16542:2016
- 4Where the consignment includes pressure vessels or cylinders for gas storage, apply for Petroleum and Explosives Safety Organisation approval via the PESO online system before the expected arrival date. Standard PESO physical-inspection requirements apply; the COVID-era exemption under CBIC Instruction 12/2021-Cus was limited to medical-oxygen cylinders during the pandemic and is not a general ongoing carve-out.CBIC Instruction 12/2021-Cus dated 25-05-2021 · Gas Cylinders Rules, 2016
- 5Quote the supplier's BIS CM/L number (one per applicable IS) and, where applicable, the PESO approval reference on the bill of entry. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or standard-mismatched licence triggers consignment detention.S.O. 4485(E) dated 08-10-2024 · BIS Act, 2016 · Customs Act, 1962
The most frequent error on this tariff line is treating the three Indian Standards as interchangeable and presenting a single CM/L at the port when the consignment spans parts from more than one solar water heating technology. IS 12933, IS 16544:2016, and IS 16542:2016 are each standard-specific; a CM/L against IS 12933 alone does not cover evacuated-tube system components, and customs officers examining the bill of entry against the BIS register will detect the scope mismatch, resulting in detention and potential re-export of the non-covered line items.
