Instantaneous gas water heaters, non-electric (PNG and LPG types)
HSN 8419 11 90 (instantaneous gas water heaters, other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17150:2019 is mandatory under the ISI Mark Scheme with effect from 01 March 2025 under the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025; LPG-fired instantaneous heaters additionally require conformity to IS 15558 under a separate Quality Control Order. Petroleum and Explosives Safety Organisation approval applies as a separate customs-clearance overlay for consignments involving pressure vessels.

The single most common error on this tariff line is applying a single CM/L licence indiscriminately to both PNG-fired and LPG-fired instantaneous heaters, when the two fuel-type variants are governed by different Quality Control Orders and different Indian Standards — IS 17150:2019 under S.O. 355(E) for PNG-fired appliances, and IS 15558 under S.O. 5244(E) for LPG-fired appliances. A CM/L licence scoped to one standard does not cover the other; importing LPG heaters on a CM/L issued against IS 17150:2019 (or vice versa) constitutes a scope mismatch that results in consignment detention at port regardless of whether the physical product is identical in construction.
