Other
Other refrigerating or freezing equipment, heat pumps (chillers, vending machines, ice machines)
HSN 8418 69 90 (other refrigerating or freezing equipment and heat pumps) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2/Sec 75):2018 is mandatory under the ISI Mark Scheme with effect from 1 October 2025, pursuant to the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025. Bureau of Energy Efficiency energy-efficiency standards, Directorate General of Foreign Trade licensing for ODS-containing equipment, and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 302 (Part 2/Sec 75):2018. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025 · S.O. 2283(E) dated 20-05-2025
- 2Ensure every unit bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2283(E) dated 20-05-2025
- 3If the equipment contains ozone-depleting substances listed in Schedule VII of the ODS Rules, 2000, obtain an import licence from the Directorate General of Foreign Trade before shipment. Equipment free of ODS must carry a label to that effect prior to import.Rule 10 of the ODS Rules, 2000 · General Note 8(A) of the ITC (HS) Import Policy
- 4For vapour-compression-type liquid chilling packages used for space cooling, ensure compliance with BEE energy consumption standards under S.O. 4088(E) and BEE labelling requirements under S.O. 4089(E). Confirm compliance with S.O. 6045(E) and the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026.S.O. 4088(E) dated 18-09-2023 · S.O. 4089(E) dated 18-09-2023 · S.O. 6045(E) dated 23-12-2025 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 5Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for refrigerators, freezers, and large cooling appliances before import. Quote the EPR authorisation number on the bill of entry; MSMED-registered micro enterprises are exempt.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
The most common error on this residual tariff line is failing to identify which specific product sub-type — vending machine, commercial dispenser, chiller, ice machine — governs the applicable IS standard and staggered implementation date. The BIS QCO under S.O. 2283(E) grants small enterprises until 1 January 2026 and micro enterprises until 1 April 2026; importers sourcing from foreign manufacturers classified as small or micro under Indian MSME equivalents should not assume those delayed dates apply to the import obligation — the October 2025 enforcement date is the operative date for importers unless Para 2 of the QCO provides a specific carve-out. Separately, vapour-compression chillers covered by IS 16950 attract concurrent BEE energy-efficiency and labelling obligations that must be satisfied independently of the BIS CM/L.
