Ice making machinery
Commercial ice making machinery and vending appliances
HSN 8418 69 10 (ice making machinery) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2/Sec 75):2018 is mandatory under the ISI Mark Scheme with effect from 01 October 2025, by virtue of the Electrical Appliances for Commercial Dispensing and Vending Quality Control Order, 2025. An Ozone Depleting Substances licence administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay where the equipment contains scheduled refrigerants.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 302 (Part 2/Sec 75):2018 for commercial dispensing and vending appliances. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Electrical Appliances for Commercial Dispensing and Vending Quality Control Order, 2025 · S.O. 2283(E) dated 20-05-2025
- 2Ensure every unit bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2283(E) dated 20-05-2025
- 3Determine whether the ice-making equipment contains ozone depleting substances listed in Schedule VII of the ODS Rules. If so, obtain an import licence from the Directorate General of Foreign Trade before shipping; if ODS-free, affix a label to that effect prior to import.Rule 10 of the Ozone Depleting Substances Rules, 2000 · General Note 8(a) of the ITC (HS) Import Policy
- 4Quote the supplier's BIS CM/L number on the bill of entry, and include the ODS licence number or ODS-free label declaration as applicable. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or scope-mismatched licence triggers consignment detention.Electrical Appliances for Commercial Dispensing and Vending Quality Control Order, 2025 · BIS Act, 2016 · Customs Act, 1962
- 5If importing up to fifty units per year solely for research and development by an electric-appliance manufacturer, document the R&D purpose, maintain year-wise records, and ensure the goods are not sold commercially. Units may be disposed of as scrap only, and records must be furnished to government authorities on demand.Electrical Appliances for Commercial Dispensing and Vending Quality Control Order, 2025 · S.O. 2283(E) dated 20-05-2025
The most common error on this tariff line is applying the general IS 302 parent standard to the consignment without confirming that the CM/L specifically covers Part 2/Section 75 — the section that governs commercial dispensing and vending appliances including ice makers. A CM/L issued to the manufacturer against a different Part or Section of IS 302 does not satisfy the QCO obligation under S.O. 2283(E); customs portal verification will flag a scope mismatch, triggering detention even where the manufacturer holds a valid BIS licence for other appliances.
