HSN 8418 50 00 (refrigerating display furniture) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022 and an ozone-depleting-substance import licence from the Directorate General of Foreign Trade (DGFT) under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000. Petroleum and Explosives Safety Organisation (PESO) approval applies where the unit incorporates pressure vessels or refrigerant cylinders, and the Ministry of Environment, Forest and Climate Change (MEFCC) environmental overlay applies concurrently.

The most frequently missed obligation on this tariff line is the EPR authorisation from CPCB: importers treat the ODS licence as the only environmental clearance and arrive at the bill of entry without EPR registration. The two requirements are independent — the ODS licence does not discharge the EPR obligation, and non-compliance with the E-Waste (Management) Rules, 2022 exposes the importer to consignment detention and monetary penalty under the Environment (Protection) Act, 1986. Micro-enterprise status must be documented at the time of import to invoke the EPR exemption; it cannot be claimed retrospectively.
