Chest freezers not exceeding 800 litres capacity
HSN 8418 30 90 (chest-type freezers, not exceeding 800 l, other) is subject to Bureau of Energy Efficiency (BEE) mandatory energy-labelling compliance under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Central Pollution Control Board (CPCB) Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022 and a Directorate General of Foreign Trade (DGFT) licence under the Ozone Depleting Substances (ODS) Rules, 2000 apply where the equipment contains or is associated with ODS refrigerants. Petroleum and Explosives Safety Organisation (PESO) approval under the Gas Cylinders Rules, 2016 is required where the consignment includes pressure vessels for refrigerant storage.

The most common error on this tariff line is overlooking the CPCB EPR authorisation on the assumption that BEE labelling alone clears the consignment. EPR authorisation is a separate pre-import credential verified at the bill of entry; its absence — even when the BEE energy label is affixed and ODS compliance is established — results in consignment detention and accruing demurrage. Micro-enterprise importers who claim the EPR exemption must maintain Udyam registration documentation at the port as the exemption is not self-executing.
