HSN 8418 30 10 (Commercial type electrical chest freezers) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance requirements under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022 and Directorate General of Foreign Trade (DGFT) licence under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 apply as additional clearance requirements where the equipment contains or is associated with ozone-depleting substances.
- Energy label compliance from BEE

- 1Ensure the consignment bears a conforming energy label and that the importer is compliant with the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026 before filing the bill of entry. Non-labelled or non-compliant units are liable to detention and refusal of out-of-charge at the port.BEE Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 2Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board under Schedule I of the E-Waste (Management) Rules, 2022 covering refrigerators, freezers, and large cooling appliances prior to import. The EPR obligation does not apply to micro enterprises as defined under the MSME Development Act, 2006.E-Waste (Management) Rules, 2022, Schedule I · G.S.R. 801(E) dated 02-11-2022
- 3If the equipment contains an ozone-depleting substance listed in Schedule VII of the ODS Rules, obtain an ODS import licence from DGFT under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000. Equipment that does not contain ODS must carry a label to that effect before import, per General Note 8(A) of the ITC (HS) Import Policy.Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 · General Note 8(A) of the ITC (HS) Import Policy
The most common error on this tariff line is importing without first resolving whether the refrigerant used in the unit is an ODS: importers assume the BEE energy-label compliance covers all regulatory requirements, overlooking that a unit containing a Schedule VII ODS triggers an independent DGFT licence obligation. A consignment that is BEE-compliant but carries an unlicensed ODS refrigerant will be detained and is liable to confiscation under the ODS Rules, regardless of energy-label status. Verify the refrigerant type with the foreign manufacturer before placing the purchase order.
