Compression-type
Compression-type refrigerating or freezing equipment
HSN 8418 21 00 (Compression-type refrigerating equipment) is subject to Bureau of Energy Efficiency (BEE) appliance-labelling compliance under the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026, and to Central Pollution Control Board (CPCB) Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022. Import of refrigeration equipment containing ozone-depleting substances requires a Directorate General of Foreign Trade (DGFT) licence under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000, and Petroleum and Explosives Safety Organisation (PESO) approval applies where pressure vessels or cylinders are part of the consignment.
- EPR authorisation from CPCB
- ODS licence from DGFT
- BEE compliance label declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Confirm the refrigerating equipment bears a BEE-compliant appliance label in accordance with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026, issued vide Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025. Non-compliant units are liable to detention at the port of import.BEE Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 2If the refrigerating equipment contains or uses ozone-depleting substances, obtain a DGFT import licence under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 before shipment. Equipment that does not contain ODS must carry a label to that effect, per General Note 8(A) of the ITC (HS) Import Policy.Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 · General Note 8(A) of the ITC (HS) Import Policy
- 3Obtain Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board under Schedule I of the E-Waste (Management) Rules, 2022 before filing the bill of entry. EPR authorisation is not required for micro-enterprises as defined under the MSME Development Act, 2006.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
The most common error on this tariff line is importing ODS-containing refrigeration equipment without a DGFT licence while assuming the BEE label is the only pre-import requirement. The ODS licence obligation under Rule 10 of the ODS Rules, 2000 is independent of BEE labelling compliance: a consignment that satisfies energy-label requirements but lacks the DGFT licence is treated as a Restricted-import violation, exposing the importer to confiscation and monetary penalty. Confirm ODS content with the foreign manufacturer before placing the purchase order, not at the port of entry.
