Combined refrigerator-freezers with separate external doors
HSN 8418 10 90 (combined refrigerator-freezers, other) is subject to Bureau of Energy Efficiency (BEE) mandatory energy-labelling and compliance requirements under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Central Pollution Control Board (CPCB) Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022 applies concurrently, and products containing ozone-depleting substances require a Directorate General of Foreign Trade (DGFT) licence under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000.
- Energy label compliance from BEE
- EPR Authorisation from CPCB
- ODS licence from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Ensure the consignment bears a BEE-compliant energy label meeting the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026 before the bill of entry is filed. Non-compliant labelling renders the consignment liable to detention at the port of import.BEE Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 2Obtain Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board for the import of refrigerators listed under Schedule I of the E-Waste (Management) Rules, 2022. The EPR obligation does not apply to micro-enterprises as defined under the MSME Development Act, 2006.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 3If the refrigerator-freezer unit contains or uses an ozone-depleting substance listed in Schedule VII of the ODS Rules, obtain a DGFT import licence under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 before shipment. Units that do not contain ODS must carry a label to that effect, as required under General Note 8(A) of the Import Policy.Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 · General Note 8(A) of Import Policy
The most common error on this tariff line is importing units that are free of ozone-depleting substances without affixing the mandatory ODS-free label, triggering Restricted-import enforcement under General Note 8(A) even though no DGFT licence is otherwise required. The BEE energy-labelling obligation under the 2026 Regulations is separate and cumulative — a consignment carrying the ODS-free label but lacking a BEE-compliant energy label will still be detained. Verify both label requirements against the specific refrigerant and star-rating specifications before the vessel departs.
