Commercial combined refrigerator-freezers with separate external doors
HSN 8418 10 10 (commercial-type combined refrigerator-freezers) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance requirements under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, and an ODS-linked import licence from the Directorate General of Foreign Trade (DGFT) under Rule 10 of the Ozone Depleting Substances Rules, 2000, apply as concurrent clearance requirements. Petroleum and Explosives Safety Organisation (PESO) approval is required where the equipment incorporates pressure vessels or cylinders.

The most common error on this tariff line is treating BEE labelling as the sole clearance requirement and overlooking the concurrent CPCB EPR authorisation obligation — which is not waived by BEE compliance. Importers who are not micro-enterprises under the MSME Development Act, 2006 must hold a valid EPR authorisation at the time of import; a missing or expired authorisation triggers detention independent of BEE label status, and a subsequent retrospective authorisation does not cure the violation at the bill-of-entry stage.
