Parts of air conditioning machines (compressors, indoor units, temperature controls)
HSN 8415 90 00 (parts of air conditioning machines) is covered by a Bureau of Indian Standards Quality Control Order under the Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order, 2025. Conformity to IS 1391 (Part 1):2017, IS 1391 (Part 2):2018, or IS 8148:2018 is mandatory under the ISI Mark Scheme with effect from 01 October 2023. Extended Producer Responsibility authorisation, Bureau of Energy Efficiency labelling, and Ozone Depleting Substances licence requirements apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which Indian Standard governs the specific part being imported: IS 1391 (Part 1):2017 for unitary room air conditioners and their parts, IS 1391 (Part 2):2018 for split air conditioners and their parts, or IS 8148:2018 for ducted and package air conditioner parts. Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence scope covers the specific part and standard.IS 1391 (Part 1):2017; IS 1391 (Part 2):2018; IS 8148:2018 · Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (QC) Amendment Order, 2025 · S.O. 4354(E) dated 05-12-2019
- 2Verify the supplier's BIS CM/L number on the BIS online register before placing the purchase order. Confirm the licence covers the specific part category, the relevant IS standard and part number, and the licensed manufacturing facility.Scheme I of Schedule II to the BIS (Conformity Assessment) Regulations, 2018 · Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (QC) Amendment Order, 2025
- 3Ensure every part bears the ISI mark and the supplier's CM/L number per Scheme I of Schedule II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking is insufficient.Scheme I of Schedule II to the BIS (Conformity Assessment) Regulations, 2018 · BIS Act, 2016
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of parts, consumables, and spares of air conditioners (excluding centralised air conditioning plants) before the consignment arrives. Micro enterprises as defined under the MSMED Act, 2006 are exempt.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5If the parts contain or use ozone depleting substances, obtain an ODS import licence from the Directorate General of Foreign Trade under Rule 10 of the Ozone Depleting Substances Rules, 2000. Parts free of ODS must carry a label to that effect before import. Quote the BIS CM/L number, the CPCB EPR authorisation, and — where applicable — the ODS licence and the BEE labelling reference on the bill of entry.Rule 10 of the Ozone Depleting Substances Rules, 2000 · General Note 8(A) of the ITC (HS) Import Policy · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The most common error on this tariff line is treating HSN 8415 90 00 as a catch-all residual for any air conditioner component and selecting a single IS standard regardless of the part's actual application. The BIS QCO maps three distinct standards to three distinct product families — unitary, split, and ducted or package — and the CM/L licence is scope-specific to both the standard and the manufacturing facility. Importing a hermetic compressor or indoor-unit assembly against a licence that names the wrong standard or an unlicensed plant triggers detention regardless of whether the ISI mark physically appears on the goods.
