Air conditioning machines without a refrigerating unit (ducted, package, room units)

HSN 8415 83 90 (air conditioning machines not incorporating a refrigerating unit) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1391 (Part 1):2017, IS 1391 (Part 2):2018, or IS 8148:2018 is mandatory under the ISI Mark Scheme with effect from 01 October 2023 under the Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order 2025. Bureau of Energy Efficiency labelling, Extended Producer Responsibility authorisation, and Ozone Depleting Substances licensing apply as separate customs-clearance overlays.

   Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable standard: IS 1391 (Part 1):2017 for unitary room air conditioners, IS 1391 (Part 2):2018 for split room air conditioners, or IS 8148:2018 for ducted and package air conditioners. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.

   Ensure each unit bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the requirement.

   Confirm whether the equipment contains Ozone Depleting Substances. If it does, obtain a Directorate General of Foreign Trade licence under Rule 10 of the Ozone Depleting Substances Rules, 2000. If it does not, ensure the units carry a label stating that they contain no ODS before importation.

   Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 before import. EPR does not apply to micro enterprises as defined under the MSMED Act, 2006. Quote the EPR authorisation number on the bill of entry.

   Quote the supplier's BIS CM/L number, DGFT ODS licence (where ODS-containing), and CPCB EPR authorisation on the bill of entry. Ensure Bureau of Energy Efficiency labelling compliance per Notification 5506/BEE/S&L/AL/2025-26. If an exemption is claimed, identify and retain the applicable S.O. reference from the exemption series.
