Air conditioning machines without a refrigerating unit (ducted, package, room units)
HSN 8415 83 90 (air conditioning machines not incorporating a refrigerating unit) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1391 (Part 1):2017, IS 1391 (Part 2):2018, or IS 8148:2018 is mandatory under the ISI Mark Scheme with effect from 01 October 2023 under the Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order 2025. Bureau of Energy Efficiency labelling, Extended Producer Responsibility authorisation, and Ozone Depleting Substances licensing apply as separate customs-clearance overlays.

The single most common error on this tariff line is applying a single IS number to all product variants without matching the standard to the equipment type: IS 1391 (Part 1):2017 governs unitary room air conditioners, IS 1391 (Part 2):2018 governs split room air conditioners, and IS 8148:2018 governs ducted and package units. A CM/L licence against IS 1391 (Part 2) does not cover a ducted package unit — customs will detain the consignment for a scope mismatch at the BIS register even if the mark appears on the product. Verify the exact standard, part, and product description in the supplier's CM/L before the purchase order, not on arrival.
