HSN 8414 90 90 (parts of air compressors, vacuum pumps and fans) is covered by Bureau of Indian Standards Quality Control Orders on two product streams: IS 10617:2018 for hermetic motor-compressors with effect from 01 October 2023, and IS 374:2019 for electric ceiling-type fan parts with effect from 15 February 2024, both under the ISI Mark Scheme. Extended Producer Responsibility authorisation and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.

The single most common failure on this residual-parts tariff line is importing under a CM/L licence whose scope is the finished appliance (the complete hermetic compressor or ceiling fan) rather than the specific ancillary part or sub-assembly. A CM/L licence is scope-specific: parts and functional sub-assemblies supplied as aftermarket spares must be independently licensed, and customs port officers increasingly verify part-level scope against the BIS register. An importer relying on a supplier's appliance-level CM/L for separately shipped component consignments faces consignment detention and, if repeated, monetary penalty under Section 17 of the BIS Act, 2016.
