HSN 8414 90 30 (Parts of electric fans) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. Importers must hold a valid EPR authorisation from CPCB before filing the bill of entry, unless the importing entity qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006.

The most frequent error on this tariff line is importing electric fan parts without an EPR authorisation on the basis that the goods are components rather than finished electrical and electronic equipment. Schedule I of the E-Waste (Management) Rules, 2022 explicitly covers parts of equipment listed therein, and CPCB treats an absent or expired EPR authorisation as a violation attracting consignment detention and monetary penalty, irrespective of whether the importer is an OEM or a spare-parts trader.
