Parts of hermetic compressors for refrigerating and air-conditioning machinery
HSN 8414 90 11 (parts of gas compressors used in refrigerating and air-conditioning appliances and machinery) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 10617:2018 is mandatory under the ISI Mark Scheme with effect from 01 October 2023, under the Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order 2025. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board and an ODS-related import licence administered by the Directorate General of Foreign Trade apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number against IS 10617:2018 on the BIS online register before placing the purchase order. Confirm the licensed product scope covers the specific compressor part or sub-assembly being imported and the licensed manufacturing facility.IS 10617:2018 applicable on hermetic compressors with effect from 01-10-2023 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4354(E) dated 05-12-2019
- 2Ensure every part bears the ISI standard mark and the supplier's CM/L number as required under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the article itself; packaging-only marking does not satisfy the requirement.Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order 2025 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Where the consignment includes equipment containing or designed for ozone-depleting substances listed in Schedule VII of the ODS Rules, obtain a DGFT import licence under Rule 10 of the Ozone Depleting Substances Rules, 2000. - 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of parts, consumables, and spares of refrigerators and air-conditioners. Micro enterprises as defined under the MSMED Act, 2006 are exempt; all other importers must quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the supplier's BIS CM/L number and, where applicable, the DGFT ODS licence and CPCB EPR authorisation number on the bill of entry. If the consignment qualifies for an exemption, document the basis by reference to Para 2 of the applicable S.O. amendment notified in the series S.O. 4354(E) through S.O. 1815(E).S.O. 4354(E) dated 05-12-2019 and amendments S.O. 1518(E), S.O. 4671(E), S.O. 5095(E), S.O. 5972(E), S.O. 32(E), S.O. 1815(E) · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is importing hermetic compressor parts from a supplier whose CM/L licence covers the assembled compressor unit but not the individual parts or functional sub-assemblies declared on the bill of entry. IS 10617:2018 explicitly covers compressors, ancillary parts, and functional sub-assemblies supplied as aftermarket spares; a CM/L that lists only the whole-compressor model number does not extend to separately imported sub-assemblies. Customs verifies the licensed product scope description at item level — a scope mismatch triggers consignment detention regardless of whether the parent unit is covered.
