Hermetic compressors for air-conditioning and refrigeration equipment
HSN 8414 80 11 (hermetic compressors for air-conditioning equipment) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 10617:2018 is mandatory under the ISI Mark Scheme with effect from 1 October 2023, under the Air Conditioner and Its Related Parts Hermetic Compressor and Temperature Sensing Controls (Quality Control) Amendment Order 2025. Ozone Depleting Substances licensing from the Directorate General of Foreign Trade, Extended Producer Responsibility authorisation, and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.

- 2Ensure every compressor bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The single most common error on this tariff line is treating the ODS licensing requirement as the primary compliance gate while overlooking the BIS QCO obligation — or, inversely, treating a valid CM/L as sufficient when the compressor contains scheduled ODS and no DGFT licence has been obtained. Both obligations are simultaneous and independent; a consignment with a current CM/L but no ODS licence, or vice versa, is equally liable to detention at port and, in the case of an ODS violation, to prosecution under the Environment (Protection) Act, 1986.
