Electric ceiling-type fans for domestic and commercial premises
HSN 8414 59 90 (electric ceiling-type fans) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 374:2019 is mandatory under the ISI Mark Scheme with effect from 15 February 2024, by virtue of the Electric Ceiling Type Fans (Quality Control) Order, 2023. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 374:2019 for electric ceiling-type fans. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Electric Ceiling Type Fans (Quality Control) Order, 2023 · S.O. 3641(E) dated 09-08-2023
- 2Ensure every fan bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not solely on outer packaging.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electric Ceiling Type Fans (Quality Control) Order, 2023
- 3Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. Quote the EPR authorisation number on the bill of entry. Micro enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006 are exempt from EPR.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 4Quote the supplier's BIS CM/L number and the CPCB EPR authorisation number on the bill of entry. Customs verifies both against the issuing portals in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Electric Ceiling Type Fans (Quality Control) Order, 2023 · BIS Act, 2016 · Customs Act, 1962
- 5If the importer is an enterprise claiming the Udyam-registered micro-enterprise exemption from the QCO, obtain a Chartered Accountant certificate confirming investment in plant and machinery does not exceed ₹1 crore and annual turnover does not exceed ₹5 crore for the previous financial year. Retain the certificate and Udyam registration as documentary proof at the time of customs examination.S.O. 777(E) dated 12-02-2026 · Micro, Small and Medium Enterprises Development Act, 2006
The single most common error on this tariff line is overlooking the staggered enforcement schedule: the QCO obligation took effect on 15 February 2024 for large enterprises, 15 May 2024 for small enterprises, and 15 August 2024 for micro enterprises. An importer whose supplier transitioned from a non-QCO facility mid-year may hold a CM/L issued after the large-enterprise date but before the small-enterprise date — customs verifies the CM/L issue date against the applicable enterprise-category effective date, and a mismatch results in detention even where the licence itself appears current.
