Industrial fans and blowers for mechanical applications
HSN 8414 59 30 (Industrial fans and blowers) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to all importers except micro-enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.

The most common error on this tariff line is assuming that EPR authorisation is a post-import compliance matter rather than a pre-import clearance requirement. Customs may verify EPR authorisation status at the bill-of-entry stage, and a consignment presented without a current CPCB EPR authorisation — or without valid micro-enterprise documentation to claim the exemption — is liable to detention pending regularisation.
