HSN 8414 51 50 (Wall fans) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance requirements under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022 applies as a concurrent obligation, unless the importer qualifies as a micro-enterprise under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that the EPR authorisation carve-out for micro-enterprises is self-executing: customs will not apply it automatically. An importer claiming the micro-enterprise exemption must carry a valid Udyam registration certificate establishing micro-enterprise status under the MSME Development Act, 2006, and present it at the bill of entry; without it, the EPR authorisation obligation is treated as unmet and the consignment is liable to detention.
