Pedestal fans
Pedestal fans with self-contained electric motor
HSN 8414 51 30 (Pedestal fans) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance requirements under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022 applies as a concurrent import obligation, except for micro-enterprises as defined under the MSME Development Act, 2006.
- Energy label compliance from BEE
- EPR authorisation from CPCB
- E-waste compliance declaration from CPCB
- 1Ensure the pedestal fans bear the mandatory energy label and comply with the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Compliance documentation must be in order at the bill of entry stage and verified against Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025.Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026 · Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
- 2Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board prior to import, as electric fans are listed under Schedule I of the E-Waste (Management) Rules, 2022. The EPR obligation does not apply to micro-enterprises as defined under the MSME Development Act, 2006.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
The most common error on this tariff line is assuming that MSME registration as a micro-enterprise automatically resolves all import-compliance obligations — the EPR carve-out under G.S.R. 801(E) applies only to the EPR authorisation requirement, not to the BEE energy-labelling regime under the 2026 Regulations, which applies regardless of enterprise size. Importers who clear consignments without the requisite BEE-compliant energy label risk detention and re-export of the entire consignment at the importer's cost.
