HSN 8414 51 10 (Table fans) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance obligations under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026. Central Pollution Control Board (CPCB) Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022 applies as a concurrent requirement for all importers except micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that EPR authorisation from CPCB is optional or a post-import formality — it is a pre-import obligation, and consignments cleared without a current authorisation expose the importer to E-Waste Rules enforcement including monetary penalty and seizure. The micro-enterprise exemption under the MSME Development Act, 2006 requires documentary substantiation; unregistered importers claiming the exemption at the port of entry without an Udyam registration will not be extended the carve-out.
