HSN 8413 11 99 (fuel and lubricant dispensing pumps) is subject to Bureau of Energy Efficiency (BEE) appliance labelling and compliance obligations under the Bureau of Energy Efficiency (Appliance Labeling and Compliance) Regulations, 2026, issued vide Notification No. 5506/BEE/S&L/AL/2025-26 dated 26-12-2025. The most common error on this tariff line is assuming that the BEE energy-labelling obligation is the only clearance required and overlooking the Legal Metrology product-approval and registration requirement, which is triggered by the function of the equipment, not its tariff classification. An importer who treats Legal Metrology compliance as inapplicable because the invoice describes the goods generically as 'dispensing pumps' risks detention at the port of entry if the pump is in fact a measuring instrument within the scope of the Sixth or Eighth Schedule of the Legal Metrology (General) Rules, 2011.
