The single most common error on this tariff line is assuming that one CM/L licence covers the full range of welding consumables in the shipment. IS 814:2004 governs covered electrodes for manual metal arc welding of carbon and carbon-manganese steel; IS 6419:1996 governs welding rods and bare electrodes for gas shielded arc welding of structural steel — each standard requires a separate, scope-specific CM/L licence. Mixed consignments containing both electrode types from a supplier licensed against only one standard face detention on the unlicensed product category regardless of overall ISI-mark compliance on the licensed category.
