Miscellaneous articles of base metal
HSN Chapter 83 covers miscellaneous articles of base metal. Within this chapter the Bureau of Indian Standards (BIS) has notified 5 tariff lines spanning heading 8309 (stoppers, caps, lids, crown corks and seals) and heading 8310 (sign-plates and similar plates of base metal). The notified lines cover crown corks for beverage bottling, pilfer-proof caps for pharmaceutical and FMCG packaging, other seals used in container closures, and signage of base metal.
All 5 codes fall under the ISI Mark Scheme (Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018). The specific Indian Standard for each line is determined by the underlying Quality Control Order issued under Section 16 of the BIS Act, 2016 — practitioners must consult the per-HSN editorial record for the IS reference and the S.O. notification number applicable to each tariff line. Indian manufacturers of crown corks and pilfer-proof caps must hold a CM/L licence; foreign manufacturers shipping these closures into India must obtain certification under the Foreign Manufacturers Certification Scheme (FMCS) and appoint an Authorised Indian Representative (AIR) before dispatch.
