Base-metal stoppers, caps, lids and other packing closures
HSN 8309 90 90 (base-metal stoppers, caps, lids, and other packing closures) is covered by a Bureau of Indian Standards Quality Control Order. The Steel and Steel Products Quality Control Order 2024, notified vide S.O. 3716(E), mandates that goods under this tariff line be manufactured from ISI-marked tin plate and tin-free steel input materials with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Central Board of Indirect Taxes and Customs applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs.
- 1Verify that the tin plate and tin-free steel input materials used in manufacturing these closures bear the ISI standard mark under a Bureau of Indian Standards CM/L licence, conforming to the Indian Standards specified in Schedule 1 (Serial Numbers 108 and 109) of the Steel and Steel Products Quality Control Order 2024. Confirm the manufacturer's CM/L number and licensed facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a Test Certificate for the input material (tin plate or tin-free steel) issued by the manufacturer or an accredited laboratory. The Test Certificate must be presented at customs alongside the bill of entry; its absence triggers consignment detention.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024
- 3Register the steel-input consignment on the Steel Import Monitoring System portal in accordance with CBIC Instruction No. 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction No. 23/25-Cus dated 15-07-2025. The SIMS registration must map the Indian Standard of the respective input material as notified under the Quality Control Order.CBIC Instruction No. 16/25-CUS dated 18-06-2025 · CBIC Instruction No. 23/25-Cus dated 15-07-2025
- 4If the finished closures are imported without a BIS licence or certification, apply for and obtain a clarification on the TCQCO portal for each such consignment before import, as mandated by the Ministry of Steel Circular dated 20-10-2023. Non-compliance with the TCQCO portal requirement is separately enforceable.Ministry of Steel Circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech · CBIC clarification F.No. 401/88/2023-Cus III dated 09-11-2023
- 5Quote the supplier's BIS CM/L number, the SIMS registration number, and the Test Certificate reference on the bill of entry. Customs verifies the CM/L licence scope and the SIMS registration independently; an expired CM/L, a scope mismatch on the input material standard, or an absent Test Certificate each independently trigger detention.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is treating the QCO obligation as attaching to the finished closure rather than to the upstream input material. The Steel and Steel Products Quality Control Order 2024 requires ISI-marked tin plate or tin-free steel at the input stage — meaning the CM/L licence you must verify belongs to the steel input supplier, not the closure manufacturer, and the Test Certificate that customs will demand at port relates to that input material. Importers who present only a finished-goods quality certificate without the input-material Test Certificate face consignment detention regardless of the physical condition or specification of the closures.
