Other base metal seals for packaging (tin plate, tin free steel)
HSN 8309 90 30 (other base metal seals) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standards specified in Schedule 1 of the Steel and Steel Products (Quality Control) Order 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, with the seals required to be manufactured from ISI-marked tin plate or tin free steel input materials. Steel Import Monitoring System registration administered by the Central Board of Indirect Taxes and Customs applies as a separate customs-clearance overlay.

- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the seals specified under Serial Numbers 3–7 of Schedule 2 of the Steel and Steel Products (Quality Control) Order 2024. - 2Confirm that the input materials (tin plate and tin free steel, Serial Numbers 108 and 109 of Schedule 1) used in manufacturing the seals are themselves ISI-marked and conform to the Indian Standards listed against those serial numbers in Schedule 1. - 3Ensure every seal in the consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 4Register the consignment on the Steel Import Monitoring System portal. Where the steel input materials of the seals are themselves subject to mandatory SIMS registration as notified under the QCO, obtain SIMS registration for those input materials. The single most common error on this tariff line is importing seals that are ISI-marked at the finished-product level but are manufactured from input tin plate or tin free steel that itself lacks an ISI mark and the accompanying Test Certificate. The Steel and Steel Products (Quality Control) Order 2024 requires the conformity chain to run through the input material: a CM/L licence on the finished seal does not cure non-conforming input material, and customs is empowered to detain the consignment on the input-material documentation gap alone.
