Crown corks of base metal for bottles
HSN 8309 10 00 (crown corks of base metal) is covered by a Bureau of Indian Standards Quality Control Order. Under the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)), crown corks must be manufactured from BIS-licensed tin plate and tin-free steel input materials conforming to the Indian Standards mapped at Schedule 1, serial numbers 108 and 109, with effect from 29 August 2024. Steel Import Monitoring System registration administered by the Central Board of Indirect Taxes and Customs applies as a separate customs-clearance overlay.

- 2Ensure the consignment is accompanied by a Test Certificate for the input material (tin plate or tin-free steel) issued by the CM/L-licensed input supplier. - 3Register the consignment on the Steel Import Monitoring System (SIMS) portal in compliance with CBIC Instructions 16/25-CUS and 23/25-CUS. - 5Quote the input-material CM/L licence number, the Test Certificate reference, and the SIMS registration number on the bill of entry. The distinctive trap on this tariff line is that the BIS QCO obligation attaches to the input materials — tin plate and tin-free steel — and not to the finished crown cork as a separately licensed product. Importers who obtain a supplier declaration on the finished article without tracing the CM/L licence and Test Certificate of the input material back to Schedule 1, serial numbers 108 and 109, will be detained at port regardless of the finished-product quality documentation. Obtain the input-material Test Certificate and the CM/L licence of the input supplier before shipment, not on arrival.
