Tower bolts
Tower bolts of base metal for buildings
HSN 8302 41 20 (tower bolts) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 204 (Part 1):1991, IS 204 (Part 2):1992, or IS 15833:2009 — depending on material composition — is mandatory under the ISI Mark Scheme with effect from 12 July 2024, by virtue of the Bolts, Nuts and Fasteners (Quality Control) Order, 2024. No separate customs-clearance overlay applies to this tariff line.
- 1Identify the material composition of the tower bolts before sourcing: ferrous metals require IS 204 (Part 1):1991, non-ferrous metals require IS 204 (Part 2):1992, and stainless steel requires IS 15833:2009. The applicable IS number must match the consignment's material exactly.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024
- 2Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable standard (IS 204 Part 1, IS 204 Part 2, or IS 15833:2009) before placing the purchase order. Confirm the licensed scope covers the specific bolt dimensions, finish, and manufacturing facility.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024
- 3Ensure every tower bolt bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Bolts, Nuts and Fasteners (Quality Control) Order, 2024
- 4Quote the supplier's BIS CM/L number and the applicable IS standard on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or material-scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · S.O. 2771(E) dated 12-07-2024
The single most common error on this tariff line is presenting a single CM/L licence against one part of IS 204 for a mixed-material consignment. A CM/L against IS 204 (Part 2) covers non-ferrous tower bolts only; ferrous bolts in the same consignment require a separate CM/L against IS 204 (Part 1), and stainless steel bolts require a CM/L against IS 15833:2009. Customs detention of the entire consignment — not merely the non-compliant portion — results when even one material category lacks a valid, scope-matching licence.
