Steel hinges for furniture, doors, windows and similar applications
HSN 8302 10 10 (steel hinges) is covered by a Bureau of Indian Standards Quality Control Order under the Hinges (Quality Control) Order, 2025. Conformity to the applicable Indian Standard is mandatory under the ISI Mark Scheme, with cabinet hinges covered by IS 18297:2023 enforceable from 1 July 2025 and other hinge types enforceable under their respective IS standards. Separately, import of cabinet hinges with a CIF value below ₹280 per kilogram is restricted under Directorate General of Foreign Trade Notification 14/25-26.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the precise hinge type being imported and confirm the applicable Indian Standard: IS 12817:2020 (stainless steel butt hinges), IS 1341:2018 (steel butt hinges), IS 206:2010 (tee and strap hinges), IS 362:1991 (parliament hinges), IS 3818:1992 (continuous/piano hinges), IS 3843:1995 (steel back flap hinges), IS 453:1993 (double-acting spring hinges), or IS 18297:2023 (cabinet hinges). The CM/L licence must be specific to the hinge type and applicable IS.Hinges (Quality Control) Order, 2025 · S.O. 1368(E) dated 21-03-2025
- 2Verify the foreign manufacturer's BIS CM/L licence number against the applicable IS standard on the BIS online register before placing the purchase order. Confirm the licensed scope covers the specific hinge type, material, and manufacturing facility address.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1368(E) dated 21-03-2025
- 3Ensure every hinge bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not packaging alone.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Para 2 of the Hinges (Quality Control) Order, 2025
- 4If the consignment includes cabinet hinges, verify that the CIF value is not below ₹280 per kilogram. Imports of cabinet hinges below this threshold are restricted under DGFT policy; where applicable, obtain the relevant authorisation before shipment.DGFT Notification 14/25-26 dated 26-05-2025
- 5Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or hinge-type-mismatched licence triggers consignment detention at port.Hinges (Quality Control) Order, 2025 · S.O. 1368(E) dated 21-03-2025 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is presenting a supplier's CM/L licence against one hinge-type IS standard while the actual consignment contains a different hinge category governed by a separate IS standard — for instance, importing steel butt hinges (IS 1341:2018) under a CM/L issued for stainless steel butt hinges (IS 12817:2020). Customs verification is hinge-type-specific; a licence valid for one standard does not cover another, and the mismatch triggers detention regardless of the supplier's general BIS registration status. Map each product line to its governing IS before the purchase order, not at the port.
