Sliding door bolts and aldrops for use with padlocks
HSN 8301 60 00 (parts of padlocks and locks of base metal) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15834:2020, IS 2681:1993, IS 281:2009, or IS 7534:1985 — depending on material — is mandatory under the ISI Mark Scheme with effect from 12 July 2024, by virtue of the Bolts, Nuts and Fasteners (Quality Control) Order, 2024. No separate customs-clearance overlay applies to this tariff line.
- 1Identify the material composition of the sliding door bolt before sourcing: stainless steel (IS 15834:2020), non-ferrous metal (IS 2681:1993), mild steel (IS 281:2009), or sliding locking bolt type (IS 7534:1985). The applicable IS determines which CM/L licence the foreign manufacturer must hold.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024
- 2Verify the foreign manufacturer's BIS CM/L licence number against the relevant IS standard on the BIS online register before placing the purchase order. Confirm the licensed product scope covers the specific bolt type, material, and manufacturing facility for the consignment.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024
- 3Ensure every sliding door bolt in the consignment bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Bolts, Nuts and Fasteners (Quality Control) Order, 2024
- 4Quote the supplier's BIS CM/L number and the applicable IS standard on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or material-scope-mismatched licence triggers consignment detention, demurrage, and potential re-export or confiscation.S.O. 2771(E) dated 12-07-2024 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the four Indian Standards as interchangeable and sourcing from a manufacturer whose CM/L covers only one material grade — then shipping a mixed consignment that includes bolt variants outside the licensed scope. Each IS maps to a distinct material family (stainless steel, non-ferrous, mild steel, sliding locking type), and a CM/L licence is scope-specific; a consignment containing bolts of a material not covered by the declared CM/L is detained in full, regardless of the conforming portion.
