Interchangeable turning tools for machine tools
HSN 8207 80 00 (Tools for turning) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022, as notified by G.S.R. 801(E) dated 02-11-2022. The EPR requirement applies to equipment for milling or similar processing of wood, metal, and other materials, with the exception of large-scale stationary industrial tools and micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming the large-scale stationary industrial tool exclusion covers all machine-tool inserts and turning tools imported at volume. The Schedule I scope under G.S.R. 801(E) targets equipment for milling or similar processing — interchangeable cutting tools and inserts used with such equipment can fall within that scope even when the parent machine is excluded. Importers should obtain a product-specific scope determination from CPCB before treating any consignment as exempt.
