HSN Chapter 82 covers tools, implements, cutlery, spoons and forks of base metal. Within this chapter the Bureau of Indian Standards (BIS) has notified 9 tariff lines spanning heading 8203 (pliers, pincers and similar hand tools), heading 8204 (hand-operated spanners and wrenches), heading 8205 (other hand tools) and heading 8207 (interchangeable tools for hand tools or machine tools). The notified lines include pliers and pincers, spanners in single-ended and double-ended forms, wrenches, and press-tools and punches.
Ten Indian Standards govern the chapter, reflecting tool-type specificity. IS 3650 covers single-jaw pliers, IS 4296 governs interchangeable tools, IS 4508 and IS 4509 specify single-ended and double-ended spanners, IS 2028 and IS 2029 cover open-jaw and ring spanners, and IS 4123, IS 6149 and IS 4003 govern adjustable and pipe wrenches. IS 15041 covers other small hand tools. All 9 codes fall under the ISI Mark Scheme (Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018), with CM/L licensing for Indian manufacturers and FMCS licensing for foreign manufacturers.
