Press tool punches for pressing, stamping or punching
HSN 8207 30 00 (tools for pressing, stamping or punching) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 4296 is mandatory under the ISI Mark Scheme with effect from 04 November 2020, by virtue of the Press Tool-Punches (Quality Control) Order, 2020. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the relevant part of IS 4296. Verify the supplier's CM/L number, licensed product scope (part number, head geometry, shank type), and manufacturing facility on the BIS online register before placing the purchase order.Press Tool-Punches (Quality Control) Order, 2020 · S.O. 3994(E) dated 04-11-2020
- 2Confirm that each punch variant in the consignment is covered by the correct IS 4296 part: Part 1:2016 for round punches with 60-degree conical head and straight shank; Part 2:2015 for punches with cylindrical head and straight or reduced shank; Part 3:2015 for round punches with 60-degree conical head and reduced shank. A CM/L licensed only for one part does not cover the other variants.IS 4296 (Part 1):2016 · IS 4296 (Part 2):2015 · IS 4296 (Part 3):2015 · S.O. 3994(E) dated 04-11-2020
- 3Ensure every press tool punch bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Press Tool-Punches (Quality Control) Order, 2020
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import, unless the importer is a micro enterprise as defined under the Micro, Small and Medium Enterprises Development Act, 2006. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the supplier's BIS CM/L number and, where applicable, the CPCB EPR authorisation number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Press Tool-Punches (Quality Control) Order, 2020 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating IS 4296 as a single undivided standard when it is a three-part document, each part covering a distinct head geometry and shank configuration. A supplier's CM/L licence is issued against a specific part; importing a punch variant whose geometry falls under a different part — even from the same licensed manufacturer — means the consignment is not within the licensed scope, and customs detention follows. Confirm the part number and geometry combination for every line item in the purchase order before shipment.
