Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the relevant standard: IS 4508 for open-ended slugging wrenches, IS 4509 for ring slugging wrenches, IS 2028 for open-jaw spanners, or IS 2029 for ring wrenches. Verify the CM/L number, licensed product scope, and facility on the BIS online register before placing the purchase order.

  2. 2
Confirm the applicable Indian Standard matches the specific spanner type in the consignment. IS 4508 and IS 4509 govern slugging variants; IS 2028 and IS 2029 govern open-jaw and ring spanners respectively. A CM/L licence against one standard does not cover variants governed by another.

  3. 3
Ensure every spanner in the consignment bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking is insufficient.

  4. 4
Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies CM/L validity and product-scope coverage against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.

  5. 5
If the consignment is for in-house research and development by a hand-tool manufacturer, document the exemption basis: the Hand Tools (Quality Control) Order, 2025 permits import of up to 200 units per year for R&D, provided the goods are not sold commercially and are disposed of as scrap, with year-wise records maintained.

A word of counsel

The most common error on this tariff line is treating a single CM/L licence as covering all four spanner types: IS 4508, IS 4509, IS 2028, and IS 2029 are separate standards, each requiring its own licensed scope. An importer who sources open-jaw spanners (IS 2028) and ring slugging wrenches (IS 4509) from the same manufacturer must verify that the CM/L explicitly covers both product variants and both standards — a licence against IS 4508 alone does not authorise import of IS 2028-governed product, and customs will detain the out-of-scope portion on a standard-by-standard mismatch.

Frequently asked
Does HSN 8204 12 10 require BIS certification?
Yes. Adjustable hand spanners under this tariff line must conform to IS 4508, IS 4509, IS 2028, or IS 2029 (as applicable by type) and bear the ISI mark under a BIS CM/L licence, with effect from 01 October 2026 for general importers, under the Hand Tools (Quality Control) Order, 2025.
When does the BIS QCO obligation take effect for micro and small enterprises?
Small enterprises must comply from 01 January 2027; micro enterprises from 01 April 2027. General importers (other than micro and small enterprises) must comply from 01 October 2026.
Is there an exemption for research and development imports of spanners?
Yes. The Hand Tools (Quality Control) Order, 2025 exempts up to 200 units per year imported for R&D by hand-tool manufacturers, provided the goods are not sold commercially, are disposed of as scrap, and year-wise records are maintained and furnished to government authorities on demand.
Does a single CM/L licence cover all spanner types in a mixed consignment?
No. The CM/L is standard-specific and scope-specific; a licence against IS 4508 does not cover IS 2028- or IS 2029-governed variants. Each spanner type in a mixed consignment must be covered by the supplier's CM/L under the applicable Indian Standard.
