The most common error on this tariff line is treating a single CM/L licence as covering all four spanner types: IS 4508, IS 4509, IS 2028, and IS 2029 are separate standards, each requiring its own licensed scope. An importer who sources open-jaw spanners (IS 2028) and ring slugging wrenches (IS 4509) from the same manufacturer must verify that the CM/L explicitly covers both product variants and both standards — a licence against IS 4508 alone does not authorise import of IS 2028-governed product, and customs will detain the out-of-scope portion on a standard-by-standard mismatch.
