Each Indian Standard governs a distinct product type — IS 4123 for chain pipe wrenches, IS 6149 for open-jaw wrenches, IS 4003 (Part 1) for general-purpose pipe wrenches, and IS 4003 (Part 2) for heavy-duty pipe wrenches — and the CM/L licence is standard-specific and scope-specific. A consignment mixing wrench types requires verified coverage under each relevant IS, and customs detention follows from even a single variant whose CM/L does not cover that product type.
