Tungsten waste and scrap (wolfram scrap)
HSN 8101 97 00 (Tungsten waste and scrap) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate and compliance with Para 2.54 and 2.55 of the Foreign Trade Procedure. Import is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and is permitted only at specified ports or locations notified by DGFT.

- 2Ensure the consignment is routed through a specified port or location notified under Para 2.54 of the Hand Book of Procedure and that valid Hazardous Waste Forms 2, 6, 7 and 9 under the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 are submitted. The most common error on this tariff line is relying on a PSIC generated outside the DGFT online portal — particularly for shipments arranged before July 2022 procedures were embedded in standard operating practice. An offline or manually issued PSIC, even if substantively compliant, is rejected at the bill of entry, triggering detention and demurrage while a replacement certificate is sourced. Separately, the hazardous-waste Forms 2, 6, 7 and 9 are treated as independently mandatory: a consignment clearing PSIC verification but lacking the Hazardous Waste Rules documentation remains detained pending regularisation.
