The principal risk at this tariff line is misclassification: aluminium bobbins intended for electrical winding applications may be examined against headings for electrical parts in Chapter 85, while bobbins that are component parts of a specific machine could be reclassified under the heading for that machine. Re-classification on customs examination triggers retrospective duty recovery and detention pending any applicable licence.
