HSN 7616 10 00 (aluminium nails, screws, bolts, nuts, rivets, washers and similar fasteners) is covered by two Bureau of Indian Standards Quality Control Orders. IS 1284:1975 under the Bolts, Nuts and Fasteners (Quality Control) Order, 2024 applies to wrought aluminium alloy bolt and screw stock with effect from 12 July 2024; IS 740:1977 under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 applies to wrought aluminium rivet stock with effect from 01 October 2025. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most acute risk on this tariff line is treating HSN 7616 10 00 as a single-standard obligation when it carries two separate Quality Control Orders with different enforcement dates and different product scopes. Importers shipping mixed consignments of bolt stock and rivet stock must verify that the supplier holds distinct CM/L licences against IS 1284:1975 and IS 740:1977 respectively; a single CM/L licence under one standard does not cover product falling under the other, and a mixed consignment with only one licence on file will result in detention of the non-covered articles at port.
