Other table, kitchen or household articles
Aluminium table, kitchen and other household articles (cookware, utensils, water bottles)
HSN 7615 10 30 (other aluminium table, kitchen or household articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1660 is mandatory under the ISI Mark Scheme pursuant to the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026, with effect from 16 January 2026; potable aluminium water bottles additionally require conformity to IS 17803:2022. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number against IS 1660 (for cookware, utensils and cans) or IS 17803:2022 (for potable water bottles) on the BIS online register before placing the purchase order. Confirm the licensed product scope covers the specific article type and manufacturing facility.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · S.O. 219(E) dated 15-01-2026; Potable Water Bottles (QC) Amendment Order 2024 · S.O. 1071(E) dated 05-03-2024
- 2Ensure every article bears the ISI mark and the supplier's CM/L licence number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not solely on the outer packaging.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026
- 3Register the consignment on the Non-Ferrous Metals Import Monitoring System portal before the expected date of arrival. Fee ₹500, registration valid for 75 days; apply no earlier than 60 days before arrival. The minimum advance registration requirement of 5 days has been abolished.DGFT Notification 61/2015-20 dated 31-03-2021 · DGFT Notification 26/2016-20 dated 10-08-2022 · S.O. 3759(E)
- 4Quote both the supplier's BIS CM/L number and the NFMIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS registration against the DGFT portal; either absent, expired, or scope-mismatched triggers consignment detention.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 · BIS Act, 2016 · Customs Act, 1962
- 5If the supplier or importer is a micro or small enterprise registered on the Udyam Portal, document the applicable phased-implementation date (01-01-2027 for small enterprises; 01-04-2027 for micro enterprises under IS 1660; 06-09-2024 for small and 06-12-2024 for micro under IS 17803:2022) and the enterprise size certification. The QCO exemption under Para 2 of S.O. 219(E) must be claimed at time of clearance with supporting Chartered Accountant certification.Para 2 of S.O. 219(E) dated 15-01-2026 · S.O. 1071(E) dated 05-03-2024 · S.O. 3702(E) dated 29-08-2024 · S.O. 777(E) dated 12-02-2026
The single most common error on this tariff line is treating a single CM/L licence as covering both general aluminium cookware under IS 1660 and potable water bottles under IS 17803:2022 — they are governed by two separate Quality Control Orders with different enforcement dates and different MSME phased-implementation schedules. An importer sourcing a mixed consignment of cookware and aluminium water bottles must verify two separate CM/L scope entries on the BIS register before shipment; a licence covering cookware does not extend to water bottles, and a scope mismatch on either product category triggers detention of the entire consignment at port.
